Any more instruction on how to print these tabs?

Have you tried leaving the margins at 9" x 11"? It might work at that setting even though the paper is only 8.5", as it will allow the print to be closer to the edge. However, you might be limited to how close to the edge of the paper you can print by the physical limitations of the printer itself when it prints, but you should try leaving it at the 9" and see what happens.
